Depends on how bad it is.

A social smoker would fit into the "mild" category: they're probably only lighting up on the weekend when they go out to the bar.

An average smoker would probably be mild: they're known to smoke, you see them smoking, but they're not the person who's getting up every hour to go out and light up.

Then you go into the severe category: at this point, the smoker is going out every hour to light up, their clothes always smell of smoke, and they've got tobacco stains on their teeth and burn marks on their clothes.

Finally, you go to burnout: At this point, the phrase "pack-a-day" is in the past. The typical chain-smoker: just spending a fraction of an hour without a cig is enough to make them antsy. They're happiest when their lighting their next cig off the butt of their first... while they're still smoking it.

well in S4A nicotine does not count as an addition. But Marijuana does count.

Really? Wonder if anyone working at CG smokes then...

That does stink though. I guess they're trying to make the addiction flaw carry greater repercussions... but I believe that nicotine works fine. After all, imagine a 'Runner is hiding in the bushes by the door to an office building, waiting for the sec guard to wonder away... and all of a sudden the craving for a cig hits. Either they indulge, or take the penalty. If they indulge, then the guard's going to be wondering why there's smoke coming out of the bush. If they don't, then they've got to deal with the results.

Personally as a GM I'd probably allow smoking as an addiction. Cigarette butts are great DNA evidence and probably serve as a mystic link amongst the reasons T Hawk listed as well. Of course on the flip side they could be assuming by 2070 that anti smoking aids are so common and effective that it's a non issue even for those on a low income.

I've known people like this...

It's funny that 4th Ed bar nicotine. 3rd specifically uses smoking a cig as it's example of the draw backs of an addiction. Hiding around a corner is great! Except the guard can smell you.
