Question how do you each allow Contacts to be used in Pregame..

The Cracker Underground...you can get software/warez at 10% of cost with a correct roll of the dice?

The WarezHouse 24...once in you get Free? software/warez?

Do you allow these to be used in Pregame?

then what i would do is have them try to hack it kinda like a little pre run and if they do let them used it if they dont they cant use it tell they do

They need a good equipment to just get into the group (i.e. make the required hack). So they need to have the software etc. in advance, before they have the group. So in regard to buying software etc. it isn't an advantage and they would have to pay. The positive effect of such a contact is more the fact that he's up to date regarding new security systems, new exploits etc.

I wouldn't allow any contact use in character generation. Any use of Contacts for anything would be limited to post-creation starting cash. I imagine that most GMs would agree to that point. The rules around character creation are fairly well defined, and for good reason.
