My snobbish build is supposed go just for the cream de la cream, but there are many restrictions on character creation.
Can you get Beta or Delta ware in Character generation?
Restricted gear quality works only on rating, but not on grade?

A lot of things can be negotiated depending on the GM. That said, it is a VERY rare situation under which I grant a character Beta on build, and I have never granted a standard-build character Delta. I think that you will likely find most GMs of a very similar opinion to me on that. Beta, generally speaking, is next to impossible to justify on build, and when it's just that important, the price that I exact in payment for that could easily be considered well out of balance with the benefit.

In the character generator recommended here there's a quality called "Type O system" the description states all basic bioware counts as delta grade, but the character can't accept second hand mods. This does seem overpowered even at 30 bp. How would a gm feel about that? And how exactly would it work? Does that mean that you pay the basic price for bioware but the essence cost is halved? Or does it make the basic bioware cost 10 times as much as well? The way I'm reading it sounds like the first way, but as I said, this seems very overpowered. Or is it some kind of typo? Not being able to buy second hand bioware does not seem like much of a drawback.

EDIT: Finally found my Augmentation book. Page 20 (New qualities) it specifically says "Off the rack, basic bioware is considered delta grade" ... "(I.E. reduce essence costs by half, though nuyen prices stay the same)."

Although, if I read the original question right, you want high grade cyber for snobby reasons not essence cost. So the stuff would still be standard ware in my case.

To be honest, snobs don't normally use cyber if they can. Cyber's for the dirty and angry lowlifes. Real nose-upturners and thumb-biters use bio. As for Type-O...30 is a LOT of BP, in my opinion. Even if you think stats are overpriced considering the cheapness of gear, that's basically like dropping 5 levels in a skill or 3 stat increases or 150,000 nuyen. 150 grand can buy you some nasty stuff.

One thing I have seen to get access to Delta at Character creation: Backstory, The detailed a fleshed out a back story, and not haveing a back story that is all "My character is awsome but one with sucess, failures, trials a tribulations." That and One thing I have found is TALK to your GM, Compromise with them. For example haveing expermental delta level cyber that brings back the lighting Sami. Cost: Hunted Maxed, Enemy Maxed, Implusive, Lifestyle cost +100%, Generally A.D.H.H.H.H.H.H.H.D. (Attention defeset Hyperactive Disorder to the nth degree) If you want bad ass stuff, payfor it, Flas make a character fun, not the strengths, yes badassness is fun for a short time, then it gets boring. Flawed characters turn in to legends.
